PROCEDURE FOR FOSTERING


Before making a decision whether you are interested in becoming foster care parent you can ask all your questions regarding foster care in Centre for Foster Care and Adoption Novi Sad premises.

Procedure:
Procedure for becoming foster care parent starts with submission of application form in Centre for Social Welfare, in municipality where applicant lives. Besides application form, a suitable documentation is to be enclosed:

1. A copy of a personal ID;
2. A copy of the birth certificate;
3. A copy of the excerpt from the marriage register (in case future foster parents are married);
4. Certificate of Citizenship;
5. Medical Certificate;
6. Confirmation of employment and monthly income (agricultural incomes, the issuance of apartments, houses and unregistered activities should be included as well);
7. Assets certificate (cooperation agreement on apartment or a house purchase, proof of inheritance);
8. The certificate confirming that the candidate has not been convicted (issued by Police Administration);
9. The certificate confirming that the candidate has not been investigated i.e. was not indicted (issued by Court of Justice);
10. The certificate confirming that the candidate has not been deprived of parental rights (issued by Court of Justice);
11. The certificate confirming that the candidate has not been deprived of the abilityy to work (issued by Centre for Social Welfare);
12. The certificate confirming that the candidate is not in the records of persons to whom protection measures against domestic violence has been issued (obtain ex officio Centre for Social Welfare).

Assessment of the general eligibility of future foster families includes:

• Documentation analysis/documents enclosed by prospective foster parents;
• Interview with prospective foster parents conducted in the institution;
• Interview with prospective foster parents family members conducted during home visit;
• Assessment conducted during the implementation of “Training program for foster parents”.

Training program for foster parents is to be attended by spouses or extramarital partners – prospective foster parents. Training lasts for 33 hours and it is organized in 11 thematic units.

After prospective foster parents complete the preparation program, Centre for Foster Care and Adoption constitutes the synthesized report - findings and expert opinion on the general eligibility of prospective foster parents. The report is to be delivered to a Centre for Social Welfare. After receiving a report, Centre for Social Welfare makes a decision regarding general eligibility of prospective foster parents and issues a license for foster care with a validity period of two years.

After two year period, Centre for Social Welfare makes a decision whether to extend or terminate license for foster care. The success in foster care has been assessed by Centre for Foster Care and Adoption that issues a report based on reassessment of foster family.

Foster parents have the right to appeal on the decision of Centre for Social Welfare in case their general eligibility for foster care is not extended.
